As my name suggests I'm quite a fan of gambling. Maybe you could insert a rule where you would have to have a certain amount of votes to open a casino and always have to submit a percentage of winning? Long story short: your casino would have to comply with standards before opening. Also: gamble at own risk.

not a lawyer but wouldn't that be illegal underage gambling as many players are very young and irl's make diamonds worth real $ so a lawsuit could put that idea down for good

I highly doubt we would get sued for such a thing. Omg, my kid bought 20$ worth of stuff for someone else to get db on a Minecraft server now I'm gonna be a Karen and spend at least 750$ (prob more since it would be an international lawsuit) to sue the owner of the server.... Unlikely, otherwise almost every mc server out there would be getting sued all the time. It wouldn't make sense. And since we don't allow gambling anyway, its a non-issue.

One of the main reasons that Minecraft servers avoid allowing casinos is due to the fact that they can very easily be rigged, and it's hard for people to prove the fairness of their business.

Servers that include player owned casino's usually have more complaints to deal with, and, without endless amounts of logging done on the casino's part, it's impossible for players to prove that someone legitimately won/lost, and, not to mention, it's even more impossible for players to prove that the logs weren't just forged.

This ALONE causes massive amounts of people losing valuable items to scammers, with no true way to show that it wasn't a scam. Unless people were to provide video evidence for every single time players gambled there (this alone requiring ample space for video hosting on the website), there would be no way to show the legitimacy of the casino.

And this is just ONE issue with Gambling Centers/Casinos.

This is why server ran gambling is allowed, and makes sense; not only do they literally OWN the entire server (thereby not being able to break the rules), they single-handedly control the economy, so it wouldn't cause any instability.

Although I agree with your point, your formatting gave me a brainbleed

My apologies, I format like that to include as much information as possible, while allowing a sort of tl;dr (Bolding and Underlining only the vital parts of the information.)
